01 WHAT WE SELL
Two services, sold to businesses under a written statement of work
Perspective Development Labs is a software development studio. We sell two services to business clients: custom software design and development, and technical consulting.
Custom software design and development is contract engineering work in which we design, build, test, and deliver software applications to a client's specification, including native iOS and watchOS applications, Android applications, web applications, backend services and APIs, and device integration software.
Technical consulting is advisory work in which we assess a client's existing systems and architecture and deliver written recommendations, architecture documentation, and implementation plans, with specialty depth in federated identity and authentication standards including SAML, OIDC, and OAuth, digital credentialing, and identity assurance frameworks.
All work is sold to businesses and organizations under a written statement of work. All deliverables are digital. We do not sell any physical goods, we hold no inventory, and we ship nothing.

02 PRICING
Project based, quoted in advance
Every engagement is scoped and priced before work begins. There is no hourly billing. Typical ranges:

How billing works
- Quote first. Nothing starts before a signed statement of work.
- Fixed-scope projects take a 50 percent deposit, with the balance billed at milestones.
- Retainers are billed monthly in advance and can be cancelled on 30 days notice.
- Invoices are sent by email and are payable by card or bank transfer, net 15.
- All prices are in United States dollars.
03 FULFILLMENT AND DELIVERY
What is delivered, and when
- Source code in a private Git repository the client owns
- Working applications deployed to the client's own hosting and app store accounts
- Written documents as PDF or Markdown, by email or shared drive
- Advisory sessions by video call
- Work begins within 5 business days of a signed statement of work and cleared deposit
- Technical assessments: 5 to 10 business days
- Discovery and architecture: 2 to 4 weeks
- Application builds: 6 to 20 weeks, against contract milestones
- Retainer sessions scheduled within the billing month, access within 1 business day of payment
Every delivery date is written into the statement of work before payment is taken. If a date needs to move, the client is told in writing before it does.

Four steps, in writing, every time
Scope
Nothing starts until the statement of work is signed. Deliverables, dates, and price are agreed in writing first.
Build
Milestones with a working artifact at each one. The client has repository access from the first commit.
Harden
Security, accessibility, and operational readiness are build requirements, not a later phase.
Transfer
The client owns the code, the accounts, and the documentation, and the contract says so.

1. Who we are
These Terms of Service govern the services provided by Perspective Development Labs LLC, a Virginia limited liability company ("PDL", "we", "us"), located at 6858 Radcliffe Dr, Alexandria, VA 22307, United States. 2. What we sell
PDL sells two services: custom software design and development, and technical consulting. All services are sold to businesses and organizations. All deliverables are digital. We sell no physical goods, hold no inventory, and ship nothing. Our services are not offered to consumers for personal, family, or household purposes.
3. Statements of work
Each engagement is governed by a written statement of work signed by both parties. The statement of work defines the deliverables, delivery dates, fees, and payment schedule. If a statement of work conflicts with these terms, the statement of work controls for that engagement. No work begins before the statement of work is signed.
4. Fees and payment
All fees are quoted in advance in United States dollars. Fixed-scope projects require a 50 percent deposit before work begins, with the balance billed at the milestones defined in the statement of work. Retainers are billed monthly in advance. Invoices are sent by email and are due net 15. Invoices are payable by card or bank transfer through our third-party payment processor. Card statements show the descriptor PERSPECTIVE DEV LABS.
5. Late payment
Overdue balances accrue interest at 1.5 percent per month, or the maximum rate permitted by law, whichever is lower. If an invoice remains unpaid 10 days after written notice, we may pause work until the balance is settled, and delivery dates shift accordingly.
6. Change orders
Work outside the scope of the statement of work requires a written change order signed by both parties, stating the change in deliverables, fees, and dates, before the additional work begins.
7. Client responsibilities
The client provides timely access to the people, systems, accounts, and materials the engagement requires, and responds to requests for feedback and approvals within the windows set in the statement of work. Delays caused by the client extend affected delivery dates day for day.
8. Intellectual property
Upon full payment of all fees for an engagement, PDL assigns to the client all rights in the deliverables created for that engagement. PDL retains ownership of its pre-existing tools, libraries, templates, and general know-how; to the extent any of these are embedded in a deliverable, PDL grants the client a perpetual, non-exclusive, royalty-free license to use them as part of that deliverable.
9. Confidentiality
Each party keeps the other's non-public information confidential and uses it only for the engagement. This obligation survives for three years after the engagement ends. It does not apply to information that is public, independently developed, or lawfully received from a third party.
10. Warranty
PDL warrants that services will be performed in a professional and workmanlike manner. For 30 days after delivery of each milestone, PDL will correct, at no charge, any failure of the deliverable to conform to the statement of work. This correction is the exclusive remedy under this warranty. Except as stated here, services and deliverables are provided as is, and PDL disclaims all other warranties, express or implied, including merchantability and fitness for a particular purpose.
11. Limitation of liability
Neither party is liable for indirect, incidental, consequential, or punitive damages. PDL's total liability arising out of an engagement is capped at the fees the client paid to PDL in the 12 months preceding the claim.
12. Termination
Either party may terminate an engagement for material breach if the breach is not cured within 15 days of written notice. Retainer engagements may be terminated by either party for convenience on 30 days written notice. On termination, the client pays for work performed through the effective date, and PDL delivers work product completed to that point.
13. Independent contractor
PDL is an independent contractor. Nothing in these terms creates a partnership, joint venture, agency, or employment relationship.
14. Prohibited use
We decline engagements involving software whose primary purpose is unlawful; malware or code designed to damage systems or gain unauthorized access; software intended to deceive or defraud; activity that requires a regulatory license the client does not hold; and anything barred by our payment processor's acceptable use policy.
15. Governing law and disputes
These terms are governed by the laws of the Commonwealth of Virginia, without regard to conflict of law rules. Before filing any claim, the parties will discuss the dispute in good faith for 30 days. Any action arising out of these terms is brought in the state or federal courts located in Fairfax County, Virginia, and both parties consent to that venue.
16. Changes to these terms
We may update these terms by posting a revised version on this page with a new "Last updated" date. The version in effect when a statement of work is signed governs that engagement.

1. Scope
This policy covers perspectivedevlabs.com and the information Perspective Development Labs LLC ("PDL", "we") handles when you contact us or become a client.
2. What we collect
The inquiry form on this site collects the information you type into it: your name, work email, company, the service you are interested in, a budget range, and your message. If you email or call us, we keep that correspondence. If you become a client, we keep the business records the engagement requires, such as contracts, invoices, and project communications.
3. What this site does not do
This site sets no cookies. It runs no analytics and no advertising trackers. It uses no browser storage of any kind. It loads no third-party scripts and no third-party fonts. The page makes network requests only to this site: for the page itself, to relay inquiry form submissions, and to answer questions typed into the on-page assistant. Assistant questions are sent to our server and processed by our AI provider solely to generate the reply; they are not used for anything else and never for advertising.
4. Why we use your information
We use the information you give us to respond to your inquiry, scope and deliver engagements, send invoices, and meet our legal and tax obligations. We do not sell personal information, and we do not use it for advertising.
5. Card payments
When you pay an invoice by card, your card number goes directly to our third-party payment processor. Card numbers never reach and are never stored on PDL systems.
6. Service providers
We share information only with the small set of providers needed to operate: our hosting provider, which serves this site; our email providers, which carry correspondence, invoices, and inquiry form submissions; our payment processor, which handles invoice payments; and our AI provider, which generates the on-page assistant's replies. Each receives only what it needs for its function.
7. Retention
Inquiries that do not lead to an engagement are deleted within 24 months. Client records are kept for 7 years to meet tax and legal obligations, then deleted.
8. Security
Access to personal information is limited to the owner. This site is served over HTTPS, and correspondence and records are held in access-controlled accounts. No method of transmission or storage is perfectly secure, but we keep the amount of information we hold deliberately small.
9. Your rights
You may request access to, correction of, or deletion of your personal information by emailing spriggslife@gmail.com. We respond within 30 days. Virginia residents have these rights under the Virginia Consumer Data Protection Act; we offer the same process to everyone, regardless of location. If we decline a request, we will explain why, and you may appeal by replying to our response.
10. Children
This site and our services are directed to businesses. They are not directed to children, and we do not knowingly collect information from children.
11. Changes
Changes to this policy are posted on this page with a new "Last updated" date.

Refund and Cancellation Policy Last updated: August 8, 2026
1. What we sell
Perspective Development Labs LLC sells professional services delivered digitally. There is nothing to return and no shipping process. This policy explains when and how fees are refunded.
2. Cancelling before work begins
If you cancel in writing before work begins, your deposit is refunded in full, less any third-party costs we have already committed on your behalf. Refunds are issued to the original payment method within 10 business days.
3. Cancelling after work begins
After work begins, fees are earned as work is performed. If you cancel, any unearned prepayment is refunded within 10 business days, together with a written statement of the work completed to that point.
4. Milestone acceptance
Each milestone has a 10 business day acceptance window. Confirmed non-conformities with the statement of work are corrected at no charge. If a material defect is not fixed within 30 days of being reported, you are entitled to a refund of the fees paid for that milestone.
5. Retainers
Retainers may be cancelled on 30 days written notice. The current month is not prorated, because capacity is reserved for you. Unused hours do not roll over.
6. Fixed-fee documents
Delivered fixed-fee documents, such as assessments and architecture plans, are non-refundable. If a delivered document does not cover the scope agreed in the statement of work, we revise it at no charge or refund the fee for it.
7. If we miss a date
If PDL misses a contractual delivery date by more than 15 business days for reasons within our control, you are entitled to a full refund of the fees paid for that milestone.
8. How to request a refund
Email spriggslife@gmail.com with the engagement and statement of work reference. We acknowledge refund requests within 2 business days and issue approved refunds to the original payment method within 10 business days.
9. Before filing a card dispute
If something is wrong, please contact us before filing a dispute with your card issuer. We resolve almost every issue faster directly, and this policy is written so that you do not need a dispute to be made whole.
